ABSAM is an international non-profit association registered in
Turkey.
Our objective is to
"create societal value added in the areas of EU
health, health policies, and other related areas based on scientific
knowledge". We do that through;

Health reforms, shaped by various factors as demographic
changes, technological developments and financial pressures,
have been either debated or implemented almost in every
nation. Generally speaking, basic objective of the health
reforms is to improve the health system which has been
disfunctioning for such reasons as inefficient resource
allocation, low quality services, inequity in accessing the
health services, dissatisfaction, unfulfilled expectations and
small gains as compared to the resources used.
Turkish health reforms too have not stayed away from that
global trend of health reform. In Turkey, the health reforms
have been on the agenda for more than 40 years and have been
repeated every now and then. The health reform attempts in
early 1960s, which could be considered as the first wave
health reforms, gave emphasis to an integrated structure in
the health system, whereas the debates on restructuring the
Turkish health system started in early 1990s mainly with the
influence of the globalization process and the worldwide
health reforms formed by the liberal policies (second wave
health reforms). The existing government has been continuing
the reforms since 2003 under the name ‘Health Transformation
Program’ (HTP) (third wave health reforms).
